A3 BODY IN EQUILIBRIUM UNDER THE ACTION OF TWO FORCES

Whatever the force acting on a body, the force that keeps it balanced must have the same intensity, the same line of action and opposite direction.
A paper-clip is pulled in opposite directions by two identical spring balances. When the clip is in equilibrium the two spring balances are stretched by the same amount.
